Programme Introduction
1. The Singapore National Employers Federation, together with our STF partners – the National Trades Union Congress and the Ministry of Manpower and with support from SBF, is proud to bring you the STF Dialogue on Employment & Employability Challenges. Dr Ng Eng Hen, Minister for Education and 2nd Minister for Defence, would deliver his keynote address on the changes he introduced and his views on the key issues involved during his term of office at the Ministry of Manpower from 2003 to 2008.
2. During Dr Ng’s term of office, there were wide-ranging changes and significant contributions to the labour market and employment landscape in Singapore. These include putting in place a flexible and performance-based wage system, a foreign manpower policy that is responsive to industries’ needs, a CET infrastructure for a competitive and skilled workforce, the revamped safety and health framework, the introduction of Workfare Income Supplement as a fourth pillar of our social security system and more recently the CPF Life to provide Singaporeans with financial security in retirement.
3. There would also be a panel discussion comprising Dr Ng Eng Hen, Minister for Education and 2nd Minister for Defence, Mr John De Payva, President (NTUC), Mr Lim Swee Say, Secretary General (NTUC), Mr Lim Boon Heng, Immediate Past Secretary General (NTUC), Mr Gan Kim Yong, Acting Minister for Manpower and Mr Stephen Lee, President (SNEF). Employers can benefit from the sharing of experience and insights on the various manpower and employment policy changes.
