Programme Introduction




1. The proposed amendments to the Employment Act (EA) will become law on 1 Jan 2009. Members had previously been briefed on the proposals.

2. Since the last major amendment to the EA in 1995, the labour market has changed significantly, with shifts in the workforce profile, and the emergence of new trends such as outsourcing and the shortening of employment tenures. The EA now has now been brought up-to-date and the objective is to ensure its continued relevance and effectiveness in maintaining Singapore’s labour market flexibility and competitiveness.

3. The amendments to the EA includes raising its salary ceiling from $1600 to $2000 a month, reducing the qualifying period for sick leave as well as setting a salary cap for workman.
