Programme Introduction
1. Employment creation is hitting another record high in 2007. The overall unemployment rate has fallen to 1.7% in September 2007, the lowest in almost a decade. A record proportion of the resident population has secured employment, especially women and older residents. However, far more jobs are being created than locals can fill. Amidst this tight labour market, Ministry of Manpower (MOM) has therefore implemented a new package of foreign workforce measures to support the manpower needs of the growing economy.
2. Some of the measures unveiled include greater access to S Pass holders, with the quota for all sectors increased from 15% to 25%. This will take effect from 1 Jan 2008. The Personalised Employment Pass (PEP) scheme launched earlier this year has been well received. And to strengthen the efforts of global attraction and retention efforts, refinements have been made to the scheme which will take effect from 1 Mar 2008.
3. We have invited Mr. Then Yee Thoong, Divisional Director, Work Pass Division, MOM, to brief members. All members are encouraged to attend, as you will be hearing the rationale behind the key changes, and also receiving the latest information on the operational changes. Members will also have the opportunity to ask questions to clarify the new policy and rules.
