Programme Introduction

1. With effect from 1 Jan 2008, employers will be required to purchase and maintain insurance for the medical expenses of their S Pass and Work Permit holders. This insurance will help employers manage potentially high medical bills given the withdrawal of healthcare subsidies for foreigners.

2. MOM will also be introducing a Work Holiday Programme (WHP) to allow foreign university students and recent graduates from universities of 8 countries to work in Singapore for a period of 6 months, with no minimum salary requirement. This will take effect on 1 Dec 2007. The intention of such a programme is to enable students to experience living and working in Singapore so as to encourage some of them to work here when they graduate, or at a later stage in their careers.

3. We have invited Mr. Then Yee Thoong, Divisional Director, Work Pass Division, MOM, to brief members. All members are encouraged to attend, as you will be hearing the rationale behind the key changes, and also receiving the latest information on the operational changes. Members will also have the opportunity to ask questions to clarify the new policy and rules.
